If the dog is a female anything under 2 years is generally too young to breed. If the dog is male it probably won't be able to breed until it is about 2 years old. You want to wait

Female dogs bred to young are much more likely to not take care of a litter; they'd rather run around and be puppies themselves. They are also much more likely to have a C-section
