Remove the aneroid cover on the injection pump, and then you'll see the torque plate. Move it ahead, towards the front of the engine, and retighten screws. Be sure that throttle arm touches bottom lip of torque plate. I had to take the rear cover off my injection pump and adjust the angle of it (10mm socket). Otherwise the throttl arm will slip underneath the torque plate and get stuck, causing the engine to stay at high idle.
