In order for something to be a mineral it has to be inorganic. Coal is not inorganic. It is made up of plant remains that remain in it.

Coal is a rock that is organic and combustible and comprise mainly of carbon, oxygen and hydrogen. Coal is not a mineral because minerals are inorganic in nature.
